What does the Startup plan include?

Does the allowance cover both Sandbox and Live?

Yes, and deliberately so. Sandbox runs and live runs draw from the same monthly allowance, so there is one number to watch rather than a bill assembled from parts. Testing a flow properly before it carries traffic should not be a separate line item you are tempted to skip.

Do I pay for each person on the team?

No. Pricing is on decision volume, not seats. The policy owner, the engineer who wired the integration, the compliance reviewer who reads the trace and whoever signs off on the cut-offs all work in the same workspace without changing what you pay — which is the point, because a policy nobody but its author can open is the problem this is meant to solve.
